I believe this is basically just Scootaloo's Disney girl counterpart (Apple Bloom's is Clarabelle; Sweetie Belle's is Daisy) just enjoying herself for entertainment. I imagine Scootaloo doing this – and slowly changing her identity with her beautiful sloshing belly – topless!
